In 1868, the new Meiji government hired Scottish engineer Richard Henry Brunton (1841-1901) to construct a lighthouse. Brunton lived and worked in Japan from 1868 to 1876, being one of the first migrant workers who came to be known as 'foreigner for hire' (「お雇い外国人」), later known as "Father of Japanese lighthouses".
