This diminutive plan was published in 'The Percy Histories...of all the Capitals of Europe, by Sholto and Reuben Percy', in 1823.

The plan was published under a pseudonym: Reuben Percy was Mr. Thomas Byerley, who was the brother of Sir John Byerley, and the first Editor of 'The Mirror'. Sholto Percy was Mr. Joseph Clinton Robertson, who died in 1852; he was the founder of the 'Mechanics' Magazine'. The name came from Percy Coffee House, in Rathbone Place, where Byerley and Robertson were accustomed to meet from time to time to talk over their joint work.
